If the plans for circulation, land use and building massing are detailed at this stage and used as a basis for selecting a developer, the plans will be set in stone to some degree. And you&#039;re right, that is likely to make resident support more difficult to obtain.

A better process could be to select adeveloper based on past work and the demonstrated approaches and practices of the firm. Then elaborate the circulation pattern, land use, building massing, as well as necessary code changes and specific design elements, in a public charrette. The charrette should be organized to maximize public participation and input. 

There&#039;s nothing prohibiting a full scale public charrette after the current selection process is completed, but that will require specific direction AND support to come directly from the University and city and county officials.</description>
